Registers
Records projects and credits generated in Louisiana, including carbon storage, carbon removal, renewable fuels and renewable electricity.
Louisiana is becoming one of the country's leading destinations for carbon storage, clean fuels and new energy. The credits these projects generate are recorded on federal and private registries outside the State, and Louisiana has no record of them and no direct share in their value. The Louisiana Asset Registry is designed to bring that record home.
Designed to operate under a proposed agreement with the State of Louisiana.
LAR never buys, sells or owns a credit and takes no position on energy policy. Like the clerk of court's land records, it records each credit Louisiana companies produce, so ownership is clear and nothing is sold twice. A small recording fee is paid, and the State shares in every one.
Records projects and credits generated in Louisiana, including carbon storage, carbon removal, renewable fuels and renewable electricity.
Checks every reported volume against the State's own permit records and federal reporting data.
Issues each credit a unique serial number and tracks it through transfer and retirement, so no credit is counted twice.
Gives the Department of Conservation and Energy, the Legislature and the public a clear view of volumes, fees and remittances.
Operators register projects and report volumes. Reporting the State requires carries no charge.
LAR reconciles reported volumes to State permit data, and independent verification bodies confirm them.
Verified credits are issued with unique serial numbers for a registry fee.
A share of every registry fee is paid to the State each month, with a reconciled report.
CO2 stored in dedicated Class VI wells and in Class II wells claiming federal Section 45Q credits.
Removal credits from projects using approved methodologies.
Renewable diesel, sustainable aviation fuel and renewable natural gas.
Renewable energy certificates from solar and wind generation.
LAR adds revenue from the industries now growing in Louisiana, with no new tax and no direct cost to taxpayers. LAR pays to build and run the registry.
Before the State assumes long-term responsibility for stored carbon dioxide, LAR gives it a verified, reconciled record of every tonne.
State-verified credits are more credible to buyers, which helps attract investment to Louisiana facilities.
Landowners, parishes and the public can see registered projects and registry activity.
The Department of Conservation and Energy keeps all permitting, regulatory and enforcement authority.
All registry data belongs to the State, with software and data held in escrow for the State.
The State's share is held in a segregated account, remitted monthly and open to the Legislative Auditor.
An independent Registrar, separate from commercial staff, decides every credit issuance.
The registry is built to 99.5% availability with independent security audits.
